Holidays Act 2003 – Payroll Specifications

This section is intended for use by payroll software developers.

There is a range of ways that payroll software can be used to assist employers to meet their obligations under the Holidays Act 2003.  The specification provided below provides an interpretation of the Holidays Act 2003.  While there may be other legally compliant interpretations, this interpretation is the one that the Department of Labour considers to be compliant with the Holidays Act 2003.

This payroll specification was designed in consultation with payroll and software companies.  The Department of Labour has updated the payroll specification so that it includes examples based on four weeks and 8% of total gross earnings.

The full version of payroll specification is also available in PDF [48 pages, 363 KB]

The brief version (with principles only) is also available in PDF [20 pages, 228 KB]
